A year-old Milwaukee man faces life in a prison, accused of killing two men in Randy R. Moore was charged Thursday by the Milwaukee County District Attorney's Office with two counts of first-degree intentional homicide and arson. Prosecutors say Moore killed Giovanni E. Hernandez and Melvin A. Lopez in an alley in the block of West Roberts Street on June 24, Milwaukee police discovered Hernandez and Lopez in a secluded alley with gunshot wounds to their heads following a notification from ShotSpotter, a controversial audio detection technology that triangulates where gunshots occur.
Less than an hour later, a report arrived of a vehicle arson near the block of West North Avenue, only a half-mile from the shooting scene. The burning vehicle was used by Hernandez and seen in previous video footage, according to prosecutors.
According to a criminal complaint, investigators used cellphone records, surveillance footage and witness interviews to narrow in on Moore.
The cellphone records place him at both crime scenes at the time of shootings and fire, the complaint says, and he also exchanged texts and calls with Hernandez. Meanwhile, surveillance footage shows him entering and exiting a vehicle that is seen near the scenes of the crimes. A search of a residence possibly connected to Moore discovered multiple guns, ammunition and illegal drugs, according to the complaint.
Moore was arrested that same day on June 28, , at a meeting with his probation officer. He was returned to the state prison system shortly thereafter. Moore was on extended supervision at the time of the homicides after being convicted in with armed robbery use of force and a gun charge.
